Suspension, Termination, and Student Reinstatement

Table of Contents

CFEF is committed to protecting scholarship funds, maintaining a safe environment for families
and staff, and supporting students’ access to educational services.

When CFEF may take action

CFEF may temporarily suspend a student’s scholarship eligibility or account access, or
terminate eligibility, when it determines that a parent has:

  • Knowingly misused or attempted to misuse scholarship funds.
  • Knowingly provided materially false or fraudulent information.
  • Failed to return funds required to be repaid.
  • Knowingly bypassed program purchasing, payment, documentation, or other controls.
  • Sought a financial benefit that the program does not allow.
  • Engaged in other intentional or material conduct that misuses scholarship funds or
creates a substantial risk to program integrity.
  • Threatened physical safety, materially disrupted program administration, or repeatedly
harassed, verbally abused, or intimidated CFEF personnel after reasonable notice to
    stop.

Parent’s right to raise concerns

Disagreeing with a decision, requesting reconsideration, making a complaint, expressing
criticism, advocating for your student, or engaging in other lawful communication is not, by itself,
grounds for suspension or termination. A good-faith appeal or concern will not adversely affect
your student’s eligibility or participation in the CSOS program.

Before taking action, CFEF will consider the seriousness and circumstances of the conduct, any
safety or financial risk, whether the conduct was intentional or repeated, corrective steps taken,
and the effect on your student’s educational services. When a lesser measure will adequately
address the concern, CFEF will use corrective action, repayment, reasonable limits on
communications or interactions, or a temporary suspension before terminating participation.

Notice and review

Except when immediate action is reasonably necessary to protect a person, scholarship funds,
or program integrity, CFEF will provide written notice explaining:

As of October 1, 2026

  • The proposed action and the reasons for it.
  • Any corrective action or repayment that may resolve the concern.
  • How to respond through CFEF’s published appeals process before a final decision is
    made.

If immediate action is necessary, CFEF may temporarily restrict account access or withhold a
payment while the matter is reviewed. CFEF will promptly provide written notice and an
opportunity to respond.

The final decision will be provided in writing and will explain the material facts, the applicable
policy, and any further review available. CFEF’s Executive Director will involve the board chair
when required under the appeals policy.

Reinstating eligibility or account access

CFEF may restore your student’s eligibility or account access when the circumstances that led
to the action have been corrected, required funds have been repaid or an acceptable repayment
arrangement has been established, and reasonable safeguards address any continuing risk.

CFEF may also restore eligibility or access when a change in custody, guardianship, residence,
or financial control removes the risk associated with the parent’s conduct. Reinstatement may
include reasonable conditions on account access or administration.

Reinstatement does not cancel a repayment obligation or prevent CFEF from recovering funds
or referring suspected fraud or unlawful conduct to the appropriate authority.

The Fund Use Guide will include the grounds for suspension or termination, notice and review
steps, and the reinstatement process. CFEF will document the reasons for each action and
reinstatement decision.
